I downloaded all RPM's and installed in root. Then SEQ and QT and untar in usr/local then renamed qt 3.0.1 to QT. Got libeq.a installed in usr/local/lib. I changed pathing in profile, then did configure and gmake. Went great. Did make install and seem to be fine although i get [install_target] Error 1 (ignored) cuz says are same file. Did that for all lines during make install. Im guessing thats normal? Anyway other than that, its installed and configured. I cant initiate showeq cuz it says no such file or directory. I tried to run from /usr/local/qt, usr/local/bin, usr/local/lib. During this process no showeq directories were made. Tell me if I am doing something wrong or missing a step.

dont know about your error, but you dont want qt 3.0.1, you want 2.3.2.
download that, and when it errors out, post more than the last time of the error, as that is utterly useless, and reflects nothing of the actual error.
your description of what you did is also very hard to follow, at least i cannot decipher it, so i have no idea what you may be doing wrong.

So Can i just download and untar 2.3.2? dont think it will replace 3.0.1. Do i need to delete other or start over?

You don't have to delete 3.0.1, just make very sure that ShowEQ doesn't compile against it. When you untar qt-2.3.2 it will create a directory called (suprisingly enough) qt-2.3.2, just use it, point your QTDIR, PATH, and LD_LIBRAR_PATH environment variables to it to build it and ShowEQ. If your a RedHat user just get the RPMS that I posted about in http://seq.sourceforge.net/showthread.php?s=&threadid=204 or if you're a Debian user you can get get the debs pointed to by this post http://seq.sourceforge.net/showthread.php?s=&threadid=196 both posts are in the "ShowEQ General Discussion forum"

Am I replacing qt-gcc3-3.0.1-1.i386.rpm with 2.3.2 rpm also?

Ummm, what qt-gcc3-3.0.1-1.i386.rpm are you referring to? I am unaware of one. But use the qt-2.3.2 stuff compiled for gcc3, in the case of the stuff I made available qt-gcc3-2.3.2-1.i386.rpm and qt-gcc3-devel-2.3.2-1.i386.rpm.
Enjoy,
