After today's patch, a 300 mana spell in my primary specialization with SCM3 costs exactly 237 mana. This is opposed to 267 with specialization alone (what I got when the skill was broken)..
This seems to be the way it was working before, though I never recorded it and can't be certain.
My guess is the ability works like this:
Max specialization takes a raw 11% off of the initial cost of a spell. SCM3 adds 10% to this reduction - meaning, with SCM3 in primary spec, you end up with a total of 21% reduction in mana cost from the actual value of the spell.
The effective gain granted by SCM3 in one's primary specialization is more pragmatically expressed as a ~11% reduction of specialized mana cost. Seems to be "working as intended" - for real.
