is it possible to run SEQ on cygwin ?
and how do i do it if its possible ... im no wiz kid with linux :)

No.
You need a real Linux distribution. It is possible to get it running on VMWare in a guest operating system of Redhat, and they are people here who have done it, but it's not a supported solution.
I recommend a small hard drive (2 gig or so), the Redhat 8 ISO images, the install.newbies file, and a couple of hours.
