Well, it's awfully difficult to help you with that miniscule amount of information, but I would guess by your thread title that you have not installed the libpcap package in whatever Linux distribution you are using. Have you read the FAQ? Have you read the INSTALL.newbies file that came with your download?

redhat 9 no libpcap, where do i find it?

Just do a fresh install of redhat 9. Check the INSTALL EVERYTHING.
